- Active military personnel
- National Guard, Reservists serving on Active Duty
- Members of the Delayed Entry/Enlistment Program (DEP)
- Veterans within 24 months of separation
- Retirees
- Spouse/Surviving Spouse and other household members, who are residents of the United States
